Wesley was born May 2nd, 1931 in Roswell, N.M. and was raised on family ranches in the Roswell area until 1945 when he moved to the family ranch in Grenville, N.M.. Wesley graduated from Grenville High School.

While working on The T 0 Ranch, he married Betty Valentine in 1952. Wesley served in the U.S. Army during the Korean War 1952 - 1954 and returned to the T 0 Ranch after leaving the Army. Wesley and Betty had 5 children while he worked and lived on the T 0 Ranch. In 1964 Wesley moved his family to Morlunds Farms in Lewisburg, West Virginia where he was the cow foreman. Once the Hereford herd had been dispersed, Wesley and his family returned to N.M. where he worked on various ranches.

In 1971 Wesley began his public service at the New Mexico Boy's School. First as a Juvenile Corrections Officer, then as their Farm Manager, and then ending his service in the schools administration area in 1993. Upon retirement he became a Life Member of RPENM. In 1999, Wesley assisted RPENM in successfully developing a local chapter in Raton. Wesley was elected as Chapter 18's first president and was appointed to serve on the RPENM Board of Directors in the same year.

Besides serving RPENM, Wesley has been an active member of Raton's Lions Club for 30 years where he has served as District Governor (1988-1989), he also has been a member of the local Elks Lodge for over 25 years and served as Raton City Commissioner (1994-1998).
