Charles Miller

Charlie's Biography

Born July 8, 1939 in Raton, New Mexico. Family moved to Arlington, Virginia in 1940 where I attended the first through fifth grade. We moved back to Raton in 1951. We moved to El Paso, Texas in 1954 and back to Raton in 1955. I graduated from Raton High School in 1958. I married Wanda Price in 1960 and we raised two daughters, Penny and Terry.

I started my public service with the City of Raton Fire Department as a Fire Fighter in 1967. During my tenure with the fire Department, I served as Code Enforcement Officer for the City, doing Fire and Life Safety Code inspections and Zoning Code Enforcement. I was also a State Certified Uniform Building Code Inspector for the city. I retired from the City of Raton in 1989 as its Fire Chief. I was a charter member of the International Association of Fire Fighters, Local 2378 and served a term as its President. I was elected Raton City Commissioner in 2000 and served one four year term.

Upon my retirement in 1989 I took a Life Membership in the RPENM. I assisted RPENM in forming Chapter 18 in Raton and became a charter member of the chapter and served as First Vice President for six years. I was elected Chapter President and took that office in April 2005.

On May 6, 2005, I was appointed to the RPENM Board of Directors during the Annual Meeting in Deming, New Mexico.

Diana B. Best

Diana's Biography

Diana Bonahoom Best was born in El Paso, Texas, and reared in Raton, New Mexico, where her father was Chief of Police.

She is a graduate Raton High School and Hotel Dieu School of Nursing El Paso. Her career spanned 41 years, working in various places and culminated at Miners Colfax Medical Center in Raton, in 2001. She joined RPENM shortly thereafter. She has a daughter, two sons, and seven grandchildren.

Diana is on the board of directors of the local humane society and is secretary of that organization. She is a firm believer in the mission of RPENM and believes we must remain strong and vigilant in protecting the retirees now and in the future.

Isabel T. Clendenin

Isabel's Biography

Isabel is a native New Mexican and has lived in Albuquerque all of her life. After graduating from Rio Grande High school in 1968, she attended T.V.I. for 16 months and earned a Certificate in Accounting.

This helped prepare her for her first job in the Bernalillo County Treasurer's Office handling property tax payments. While in that position, she became part of the newly formed group set up to convert paper records to microfilm.

In 1973, the micrographic group became part of the Data Processing Department. It was here that Isabel received her initial training in Records Management and Supervision.

In 1982, she was hired by the City of Albuquerque to oversee the functions of the City Clerk's micrographic division. Over the course of a few years, Isabel found herself in charge of the Micrographic and Record Storage Facility staff and functions as well as a large portion of the bi-annual election functions. She continued to oversee the facility and the functions listed here until her retirement in December, 1994.

Isabel is serving her 6th term on the RPENM board and currently serves as Treasurer and chairs the Finance Committee.

Isabel is the oldest of ten siblings which she says proves she was born to supervise others. She further states that this fact should explain why she chose not to have children.

She's been married to her husband Michael for 32 interesting and happy years.

Stephanie Jorgensen

Stephanie's Biography

Stephanie was born in Albuquerque. Having a father that was a traveling sales man, the family moved often. She attended 13 schools around the country by the time she graduated from Eldorado High School back in Albuquerque. She still considers herself a native New Mexican.

She went to work for the City of Albuquerque in 1976 as the Secretary in the Training Division. Soon she was asked to develop training programs for other clerical employees. This led her to her career as a Training Analyst until her retirement in 2001. While working full time, she pursued her Bachelors degree. In 1989 she graduated from the College of Santa Fe, Albuquerque campus with a BBA.

Stephanie served four years on the PERA Board in the late 90’s. She has been a member of the RPENM Chapter 5 since 1998 and also joining Chapter 21 soon thereafter. She is currently the Secretary for Chapter 5. She is also the Secretary for her neighborhood association.

She returned to work for 2 years at the New Mexico Retiree Health Care office as the Receptionist. Stephanie enjoyed working there because she got to see all the people she used to work with at the City of Albuquerque now retiring. She left that job to move in with her father to take care of him during his final years. He passed away March 2012.

Stephanie is the single mother of two amazing grown boys, Adam and Eric. She is a Mary Kay Independent Sales Director and loves enriching women’s lives. She believes that busy people get more done so that’s why she is involved in many organizations. Keeping a secure retirement is important and she sees RPENM as the vehicle to make this happen.

Oscar Jordan

Oscar's Biography

Oscar was born in Tucumcari, N.M. and graduaded from San Jon, N.M. High School in 1941. After the war he earned his LLB-Juris Doctor, University of New Mexico in 1950.

During World War II, he served in the U.S. Army, 1943-46, attaining the rank of First Sergeant. His service included the Asiatic-Pacific Theater 1944-46. Oscar also served in the Air Force Reserve (retired, 1984) and attaining the rank of Colonel (JAG). His military training included: Industrial College of Armed Forces, Military Justice, abd Air War College.

Professionaly he was admitted to the State Bar of New Mexico in 1950 and worked in U.S. District Court (1950), U.S. 10th Circuit Court of Appeals (1952),as Assistant U.S. District Attorney (1952-53), General-Chief Counsel New Mexico State Land Office (1953-82), U.S. Supreme Court (1966), U.S. Court of Claims (1978).

He retired from State of New Mexico employment in 1982 and entered private practice (1982-90).

Joined the RPENM Board of Directors and served, on and off, since 1993. He is past Chairman of Santa Fe Chapter #8 RPENM.

LaRue Goodheart

LaRue's Biography

Born and educated in Nebraska, dual major, History/English. 1958 moved to Hobbs, New Mexico with then husband with an oil field business. Charter Member, St. Matthew Lutheran Church, Hobbs, Organist, Organist at Christ Lutheran Church, Santa Fe. Have one sister, niece and nephew, five great nieces and nephews, three great-great niece and nephews.

1959, obtained position Claims Clerk with Independent Adjusting Firm, licensed as Multi-line Adjuster in 1969, (first woman in State), specializing in Workers Compensation. July, 1980 moved to Santa Fe, State Risk Management Division, supervising Self-Insured WC program for State employees. Albuquerque in October 1983, Adjuster for City of Albuquerque. November, 1985 opened office of Sedwick/James Company, handling self insured claims for APS. Grew to 12 self-insured accounts across the State. March, 1991, to State Worker's Compensation Division, Chief, Assistance/Education Bureau, created Ombudsman program, supervised Safety Program and Field Offices. Presented numerous workshops on WC across State and Region. Retired in 1997 and enjoy it very much, trying to read all books in the Public Library.

Charter Member, Insurance Women of Lea County, President twice; Member, New Mexico Claims Association; Charter Member, Workers Compensation Association of NM, eight years on Board of Directors, twice President, Joined Chapter 21, RPENM. 1998, Secretary/Treasurer, 1999, three terms as President, elected to RPENM State Board 2003, now Secretary.

Loretta Naranjo-Lopez

Loretta's Biography

Loretta is a Native New Mexican and still lives in Martineztown where she grew up.

Ms. Naranjo-Lopez retired in July 2003 from the City of Albuquerque. She worked as a Planner with the City of Albuquerque and she was the first President of AFSCME Local 3022 Management Series. Loretta is now the Principal of ARCH + Plan Land Use Consultants, LLC.

Loretta was elected to PERA Board of Directors in 2004 (one of the retiree positions) and served on the board from 2005 to 2008

She graduated from the University of New Mexico with a Bachelors degree in Business Administration and earned a Masters in Community and Regional Planning.

Loretta is married to Jesse Lopez and she has one son Larry and a grandson Elijah. Her hobbies include every now and then a movie or reading a book. She is also a Black Belt in Karate at the Rosales Karate and Kickboxing School.

Loretta continues to be active in her community. She belongs to several organizations such as AFSCME Council 18 Retirees, Interfaith, a nonprofit organization; and she is an active parishioner at San Ignacio Catholic Church.

James F. Robles

James's Biography

Retired as Assistant Chief of Police from the Las Cruces Police Department, served almost 5 years as a New Mexico State Policeman, former Dona Ana County Sheriff.

Retired in 1988 with P.E.R.A. benefits. Worked as Director of Security for the Sunland Park racetrack and the New Mexico State Fair race track.

I am involved in doing volunteer work with different organizations, which keeps me very busy, we also make time to enjoy our children, grandchildren, and great grandchildren.

Served as chairman and vice-chairman of Chapter 2 and currently serve on the State Board of Directors of the Retired Public Employees of New Mexico.

Jeff A. Varela

Jeff's Biography

Jeff was born and raised in Santa Fe and graduated from Santa Fe High School where he was a baseball, basketball and football player. He is a veteran of the US Marine Corps, and a graduate of Santa Fe Community College where he obtained a Business Administration degree. He also has attended the Anderson Business School at UNM and is a certified mediator. Jeff served 25 years in NM state government in the executive and judicial branches of state government. He held several positions including Financial Specialist, Compensation Administrator, Personnel Administrator, District Office Manager, Deputy Director, and was formerly State Personnel Director. In addition, he also served on the PERA Board for 8 years including 3 years as Chairman of the PERA Board. Jeff serves as the RPENM representative on the NM RHCA Board of Directors. Jeff currently resides in Rio Rancho with his wife Annette and his daughters Christina and Camille. Jeff loves sports and outdoor activities, and he spends a lot of time on the family estate in Pecos, NM.

Patrice Clifford

Patrice's Biography

Patrice has lived in Albuquerque for thirty-six years and is retired from the City of Albuquerque. During the last twelve years of her career with the city, she focused on training, meeting facilitation and group problem solving. Patrice has also worked in the private sector where she provided coordination for planning, engineering, land use and security projects. She received her BS from Bowling Green State University, majoring in Education. She treasures her dog, Peanut, and enjoys volunteering for several organizations.
